One of the most common surprises for home buyers in Delhi NCR is that the final cost is often 10–15% higher than the advertised price. That's not because anyone is hiding anything: the advertised figure is usually the Basic Sale Price, and several standard charges and taxes are added to it. Here's what each one means.

1. Basic Sale Price (BSP)

The base price of the unit, usually quoted per unit for builder floors or per sq ft for apartments. On builder floors, the BSP often varies by floor: the 2nd and 3rd floors are typically the lowest, and the 1st and 4th are higher.

2. PLC (Preferred Location Charges)

An extra charge for a better position: park-facing, corner or main-road-facing. For example, the current LID Nivasa price list shows ₹2.5 lakh for green-abutting units, ₹5 lakh for corner/green-facing units and ₹7.5 lakh for double PLC.

3. Car parking & power backup

Stilt or covered parking is usually charged separately (often ₹3–4 lakh). Power backup is generally charged per KVA of load.

4. EDC / IDC

External and Infrastructure Development Charges are levied by the government for developing roads, water, sewerage and other infrastructure. Developers pass them on to buyers, either included in the price or shown separately "as applicable".

5. IFMS & maintenance

The Interest-Free Maintenance Security is a refundable deposit held for the building's upkeep, usually collected at possession along with advance maintenance.

6. GST

GST applies to under-construction property; there is no GST on a ready-to-move property that already has its occupation certificate. For residential projects, the rate is currently 5% (without input tax credit) on non-affordable housing and 1% on affordable housing. Commercial property is taxed differently. Ask the developer for the exact GST on your cost sheet.

7. Stamp duty & registration

You pay stamp duty to the state government when the conveyance deed is registered. In Haryana, the rate depends on the buyer and the area. In urban areas it has commonly been 7% for men, 5% for women and 6% for joint ownership, plus a registration fee. Rates are revised from time to time, so confirm the current rate with the sub-registrar office or your lawyer before budgeting.

Tips to keep costs in check

  • Compare projects on all-inclusive cost, not BSP.
  • Registering in a woman's name (or jointly) can reduce stamp duty in Haryana.
  • A non-PLC unit can save several lakhs if a park view isn't essential to you.
  • Check which instalments fall before possession: construction-linked plans spread payments out.
